China seems to be responding fairly strongly, with Lotte under attack for allowing their land to be used for this. I don't think it is a smart move to antagonise a country that is still growing 6.5% a year. It's cutting off your nose to spite your face.
North Korea is actually liberalising a lot and that doesn't get reported in the West. They are using solar energy, they are growing plentiful food supplies, people are wearing different fashions. It does seem to be changing up there a bit, yet on the other hand the rockets do keep going up and the rumours about nukes persist. However, look at what Israel does to Gaza and the nukes they have and see how different the attitude is towards North Korea. There is a lot of hypocrisy at play.
I think the way to deal with things is to talk and stimulate trade and in turn a peaceful gesture can be reciprocated. Missile systems and also nukes are just ways to perpetuate the cold war. Progress was made in the 1990's and it can again. There's no point attacking a cat in a corner, just offer it some food instead and give it a stroke.
