I will say that 'silly monkey' is a term used in the UK quite innocuously too. Without hearing the tone you can't possibly know the intent. I used it at work a few weeks ago. Unfortunately it was to a black colleague. Luckily being in the room with me they knew the tone and intent and racism wasn't even considered (except in my head when I winced a bit when I said it). I say it to white people fairly often.

I used the word 'nigger' on a regular basis for years when in the company of my black American, black Puerto Rican and Dominican, Haitian, Guyanese, and West African friends of mine--- and they would refer to me as a " greaseball", a "wopp", a "daygo", etc. We laughed our asses off. And I and they never took any offense whatsoever to it.
Different environments. Like you said, different contexts and intended meanings.
Its not cut and dry like some wish it to be.
