I think you just go to your local bookies and talk to the manager about it. They pop up on the news every now and again, and its always the shop manager giving quotes to the camera. Surely they would have displayed the odds for england winning the world cup (maybe 50/1) and Shearer getting golden boot (10/1) and all you'd have had to do is write them on your betting slip as a double. That manager was ridiculous and bang out of order.
