You shouldn't have to draw a basic concept, any good artist should be able to visualize what you want from a description. So whoever you want to do it, just go to their shop or talk to them over the phone, and tell them what you want, and give them the time to do a preliminary sketch, and then work from there. A good tattoo artist won't force their vision on you, so if you don't like it or want changes, the should do it.
