It's to sharpen reactions and response. Roger did a segment for Ringside (ie. John Brown's Mastering the Mitts), and he demonstrated his trademark padwork. He wasn't always just standing still, he was making his fighter turn him (both amateur and professional way). If you watch Roger's padwork, and then watch any of Floyd's fights, you can see most of his responses were drilled into him with padwork, including the pull-away, blocking, shoulder-roll counter, turning his opponents and maintaining the "center-line."
It's interesting stuff. I'll be teaching my sister boxing using much of it. The only downside to Roger's padwork is that although it's good at developing the proper responses on the fly, it would do so much better if it simulated an opponent in which the fighter would have to improvise and change his tactics in order to get the better of the situation.
If you hear a voice within you saying that I am not a painter, then by all means paint and that voice will be silenced.
Just a supplement to Chris' explanation.
I believe that inadvertently the Mayweather padwork helps speed and power through the repetition of correct punching technique and commiting these habits to muscle memory.
Other camera angles will also reveal that Mayweather uses the feet and knees as much if not more than the hands with little shifts and pivots accounting for much of his defense and offense.

Do you even have to wonder why Floyd(Although I am not a fan of his) has such a longevity in boxing and speed intact? He is willing to do more and what others hate doing to remain large and in charge! If it looks weird it repels some but to take that next step means you have got to give more.
