Black noise is simply silence. I have used white, pink and red noise (sometimes called brown noise) for years as has anyone who uses synthesisers to create sound, but also when creating sound art using natural white pink and red noise.
White noise is basically all frequencies at equal energies. Static. You can use it to mask other sounds. Pink noise like white noise contains all frequencies but unlike white noise, pink noise moves between high and low frequencies in intensity. So think of sounds in nature like rain, rustling leaves even the sea. Brown or red noise doesn't make you shart yourself as funny as that would be it is made up of noise with higher energy at lower frequencies. Think of rumbling like thunder and waterfalls.
A glass can be made to shatter when exposed to a prolonged specific frequency that not only matches its own resonant frequency precisely but also has to contain flaws and defects.
Cities do not have resonant frequencies. They are far more random than that. You can certainly weaponise sound and ultrasound with extreme volume to damage humans though.
