I believe they have called it a terrorist attack.

The man may probably be labelled mentally ill.

It could have been far worse, I think he got the wrong exit and crowd were gathered around someone that required first aid.

The mayor of London came right out saying it was a terror attack. They also said May is gathering some emergency council
