During the 2016 election campaign numerous foreign governments informed the American aurhorities that people from the Trump campaign were meeting with agents of the Russian government. The FBI quite rightly and properly as numerous investigations have now confirmed started to investigate this. The investigation was still ongoing when then president Trump fired the head of the FBI because he wouldn't end the investigation and pledge personal loyalty to Trump. A Trump-appointed deupty Attorney General then appointed a special counsel to continue the investigation and also Trump's firing of the FBI chief.

The day after the Mueller report was released Trump then started to interfere in the 2020 election, calling Ukraine's prime minister and asking him to investigate the Biden family, something he was eventually impeached for.

You have to take into account the relative ability to abide by the law of the parties involved here. One is not like the other.
