You are joking surely? Drago didn't look even half as menacing as Clubber.

I will give you one thing, Clubber was more realistic than Drago but let's face the facts


5. Drago was from the Soviet Union and backing the communist party who happened to be our Cold War rival at the height of the conflict.
4. Drago hit with thousands of pounds of pressure, he was also on steriods while using the most highly technical equipment to train for his fights.
3. He was the biggest of the Rocky villians (Or at least the tallest) who had a cold personality (great villian) (Clubber was a trashtalker) who was not scared of anything.
2. Drago killed his best friend in the ring in a brutal beating and then stood over him while stating "if he dies he dies)
1. The whole nation was behind him while hosting the Rocky fight. His entrance to the ring was legendary as the crowd sang the national anthem while unvieling his curtain. He was thier hero

Drago was much more menacing than Clubber Lang

I think all that stuff you wrote was factored into the story because on his own Drago was not a menacing character so they had to put in all the shyte about hitting with thousands of pounds of pressure. The black gumsheild in the flashbacks, the technical training, the fact he was russian...all these things to make him more menacing because on his own he wasn't.
In other words, he wasn't menacing but he had menacing aspects about him, the training, the russian factor etc.

Clubber on the other hand...well...all that guff above could be wiped out by one look at his frowning face as he uttered the words "Prediction??......pain"

The guy was just a downtown badass.
