Is IP internet provider? I dunno call a dynamic ip up and get their service
In order to be connected to the internet you need an IP (Internet Protocol) address. In a nutshell, Dynamic means that you are assigned an IP address each time you connect, and usually it is a different address each time. It is something that is determined by your internet service provider.
so he'd need dsl or something like it because that has multiple ip's per user.

I suppose some DSL ISPs allow more than one connection per account. If not, the way around it is to use a router, so that only the IP address that is assigned to the router is an Internet routable IP address. Then you can have more than one computer behind the router. Make sense?

Your IP is basically a phone number that is assigned to your computer everytime you log onto the internet, weather it be dial-up or ADSL etc... every website name is linked to an IP as well as every computer that logs on to the internet.
There are 2 forms of IP addresses, reason being the archtechs who designed the internet didn't see what it would become and how many people would use it - so now there are not enough IP addresses to give everyone their own...
Static
A static IP address is something you have to request and normally pay for (you would have to contact your current ISP to have this feature) This is basically for server who need to have the same IP everytime they log on for other people to reach their websites...
Think of this site; Unless it uses a DNS the server where the Saddo's webpages and forum code is stored would have a static IP so everytime we try t load this page it will contact through to that IP and retrieve the page for us.
Dynamic
This is a random IP that the household internet user has. When you click connect your ISP will pick a free IP address from a pool and assign you that for the remainder of the time whilst your are connected to the internet.
When you log off that IP goes back in the pool for someone else use.
