Mercer is a good choice though, Campos may not have been P4P but in his prime far from second tier...

Mercer was decent but never that good yes he had a few good performances but overall he was out boxed by 40+ Larry Holmes. And also out boxed by journeyman Jesse Ferguson. And a draw vs Marion Wilson ?? come on i know Wilson was tough but thats not very impressive going razor thin close with 2 journeyman's let alone getting shut out by one.

Good call on Wilson Fight,Mercer was his own worst enemy at times with lack of conditioning and that was a horrible descision it that fight.Wilson beat him.
A good idea this... I voted Gatti as he deserves some sort of accolade for his sacrifices.
However I feel the true greatest second tier fighter* for me has to be between Charley Burley or perhaps ezzard charles.
