Wilder was willing to travel to Russia so he is definitely willing to travel to UK as long as the money is right for him.

And then he refused to fight Povetkin, after there was a false accusation of PED use. Povetkin apparently had a tiny, microscopic trace of some substance that was NOT a steroid and had been legal until a couple of months before.

Going to be hard to get the money right in the UK. Some reports say the PPV will end up near 400k in USA alone. Knowing that the 2nd would do better numbers you give away too much money doing it in the UK which would kill US PPV sales. US fight fans just won’t buy a mid day fight.
In an ideal world it should be in the UK because Tyson won the fight and because Tyson travelled first go. Just don’t expect fair to trump dollars

320,000 US buys at $75 = 24000000
A Million UK buys at $25 = 25000000
(just a rough estimate)
By those numbers it's clear they could double the PPV price in the UK for either against Joshua and it would beat a million. And any fight between the three packs a football stadium.
