Okamis knees were on the ground making it an elegal shot if he was standing up then an up kick from the grounded fighter is perfectly legal.

A big part of getting MMA legal in the U.S. was the implementation of a universal set of rules. To appease the state licensing bodies the rule of no knees or kicks to the head of a downed fighter was added. Downed fighter being at a minimum of a knee on the mat. Clearly some fighters take advantage of it and it is widely considered a rule that should be changed but I don't think its something that is actually going to happen. I always found it interesting that Pride allowed kicks and knees to the head of a "downed" fighter but no elbow strikes.

Thanks for the explaination, well that stinks!
So you can strangle a guy on his back but the guy on his back cant kick the other guy while his doing it?!
Complete exploitation of a shitty loop hole man, really bad... It was such a classy shot!

The shit thing is, the rule was intended for stomps, soccer kicks and knees to the head when a man's pinned on all fours or on his back. So instead of detailing which positions kicks to the head are illegal from, they just said none to a downed opponent.

I can't fucking wait for that rematch in August!

Elbows are legal but up kicks are. Makes little sense.
