I tried to give someone some reps. The website wouldn't let me and the dialogue box said to "spread my reps around".

I am officially the new rep whore.
It said "spread them around", perhaps I already gave you reps recently. Any standout posters that you think need reps? I'll spread the wealth out to them and try to give you a few then.
How many people do you need to rep someone before you can rep the same person again? anyone know?
I don't even know how to give reps. I imagine there is an FAQ somewhere, and if someone would point me to it, that would be appreciated.
