Pretty sure you will have shifted a fair bit more fat than the scales suggest. You have almost certainly gained some muscle weight which is why the loss doesn't look so good. 1 -2 pounds a week is the perfect, safe amount to lose per week though mate.
P.S I am 5ft 11 and I am 16 stone and I am an adonis ;D

1-2 pounds a week is a healthy, sustainable rate of fat loss that will be more permanent than something higher which will inevitably yo yo back up.
Don't get hung up on 'weight' though... weight could be anything... bones... fat... muscle... water... even hair etc is 'weight'
It's your body composition you should be worried about... you want to have more muscle and less fat... and given than muscle is three times heavier than fat I wouldn't say loosing weight should at all be your priority.
For example I'm an inch taller than you and I weigh 13 stone... I'm relatively muscular but not exactly MASSIVE and my body fat is 8%. If I lost 2 stone I'd be skinny... even if I cut my body fat in half i couldn't hope to be 11 stone without mostly losing muscle.
If you're working out you'll be burning fat... but also building muscle... because muscle cells are 3 times heavier than fat cells it is extremely possible for an individual to burn fat whilst gaining a bit of muscle and weight relatively the same.
At 5 foot 11 and at roughly the same weight as me I can't see you as being really overweight...
if you're obese then hopping on the scales is a pretty good way of monitoring your fat loss... if you only have a few pounds of fat to lose then I wouldn't even bother trying to get your 'weight down'...
Just focus on muscle building to raise your metabolism (the rate you burn calories doing nothing but resting, more muscles need more energy) and cardio exercises such as sprints/explosive heavy bag that are going to quickly burn off calories as well as raising your metabolism too. You may even gain 'weight' because as I've said muscle is 3 times heavier than fat.
I really can't see why you'd want to go down to 11 stone... weights just a number... you need a certain amount of muscle distribution to preform well... not just scale that says '11' ;)
If you're only slightly overweight and you lose the best part of two stone then some of it will have to be muscle... all you'll end up doing is looking as soft/unlean as you currently are... just smaller.
You could be weighing yourself at different times... your piss and shit both have a 'weight'... so does the drink and food in your stomach and the sweat in your blood stream... obviously weighing yourself at different times is going to affect what the scales say (and really - what the fuck do they know?! ;))
And it's definitely worth saying that after 4 weeks... what were you expecting? On average it's about 6 weeks before most people look in the mirror and see even a small noticeable difference... if you want to transform your body into something worth talking about then it's going to take months... maybe years... definitely not weeks! Just keep it up! :)
