I say everyone moves up to fill the gap, and then we vote to pick a fight of two unranked fighters that's happening within 3 months of the vacancy opening to fill the number 10 spot, instead of just putting someone in.
We will also have to address weight class jumping.

Yeah pretty obvious choices there, another thing Id like is fighters will be able to be ranked in multiple weights e.g. say Mosley beats Forrest at 154 he would become ranked at 154 & 147 but if he goes over something like a year not fighting in one weight he'll be removed from that weight class... oh & I like the idea of holding multiple championships in different weights but I think there should be some sorta limit on defending the championship say 2 years without defending your title would be classed as relinquishing it!

I'd like there to be 5 judges, and to have them remove the 2 most out of line scores or something to that effect with the scoring. So you are taking 3 judges scores from the 5, but eliminating 2 of them...like some other sports do.
Or some variation similar.

It doesn't have to be that long, I just think its a suffucant amount of time. If a fighter hasn't fought at that weight for 2 years its more than likely they won't be back... I think after 1 year of not defending if a fight between the #1 & #2 is made then we could vote to see if that fight should be considered as a championship fight. If in 2 years of not defending then the title becomes vacant...

I was thinking something similar to your pool idea, e.g.
In the Ring Rankings for 11 Jan 09 O'Neil Bell was removed from the cruiserweight ratings for inactivity... he would become our #11. Then in the last Ratings for 1 March 09 BJ Flores was removed (troy Ross entered but this wouldn't occur for us because he didn't beat a ranked fighter).
Flores could become #11 & Bell would move down to 12 & so forth.
As we go along more fighters would be added in this way, then if any of them fight they would change rank accordingly or if they are beaten by a unranked that fighter would take their rating moving them down. These fights between #11 down could be used to fill vacancies also!

No they don't have to be ranked with the others but fighters that are removed should be put in the pool as well as fighters on the cusp of the top 10.
Also if an unranked defeats a ranked would he take his rating or would we vote on that divisions top 10 again? Or do fighters only advance by beating guys ahead of them? Or do we do a monthly ratings listing any changes?
