You're correct: the winner of Ortiz v. Berto II is the best option out there. It's just Andre Berto and Victor Ortiz are GB and Pacquiao is Top Rank. Thus, it would be difficult to make. Other than that option, Bradley is the most interesting.

Bradley, Ortiz, Berto, all sound reasonable fights to me for the pacman.
