In my humble opinion, Pacquiao has a pretty good case of defamation. The statements are damaging to his reputation. Prior to Floyd's accusations, no one even considered whether Pacquiao was on steroids. Now, many people completely write him off. Pacquiao can show the statements are false with sufficient certainty by showing that he has never failed a drug test. He can also submit to the court a drug test on the spot and pass that test. Pacquiao then needs to show that Floyd acted with reckless disregard. Again, there is no way Floyd had any reason to believe that Pacquiao was on steroids other than he was successful rising in weight in boxing, which isn't uncommon. Floyd would need to show that Pacquiao has failed drug tests or have witnesses with firsthand knowledge testifying that Pacquiao took steroids.
Is it inconsistent to critique Pacquiao's recent victories as smoke and mirrors because of the alleged lack of quality opponents and at the same time accuse of Pacquiao of only being able to beat those same subpar opponents because of steroids?

This whole situation will never end. The key question for EVERYBODY should be are boxing drug tests atisfactory? The answer to that imo is no, because the people who create these drugs will always be at least one step ahead of the testers.
The only question after that is are the current tests up to standard with the rest of world sport governing bodies. Unfortunately whether they are or not can't confirm one way or another whether someone is using performance enhacing drugs. Pac is as incapable of proving anything legitimately as floyd is.
I dont think Pac is taking anything, but I think he is perfectually natural around the weight he's fighting at so the results he has obtained aren't that suprising.
I am in no way a Pacman fan but the fact that people claim he fights over the hill shot fighters, in house fighters, fixed fights and fights with peds at the same time is all a little too much. One or two of the above is satisfactory ;D

Floyd would need to show that Pacquiao has failed drug tests or have witnesses with firsthand knowledge testifying that Pacquiao took steroids.
Is it inconsistent to critique Pacquiao's recent victories as smoke and mirrors because of the alleged lack of quality opponents and at the same time accuse of Pacquiao of only being able to beat those same subpar opponents because of steroids?

The Florida courts are known for being corrupt, just google it. Point being you can't use a case from that state as an example. Another issue is that Pacquaio's status as a congressman and celebrity puts him in a different category than a small business. And yet a issue is that Pacquiao's case is a Federal case not a State case.

Pacquio agreed to those drug test in his fight with Mayweather. He does not have to have those same drug test in his other fights since those are not the requirements. If he wants to clean up the sports, that's very excellent. If not, then why would he be criticized for it? It is not his job to clean up the sport. That's up to the commission.
