You've seen plenty of live fights, right? How many times have you seen the ref slip on a towel thrown in to stop a fight?

Enzo should not have thrown in the towel. Lockett had Pavlik right where he wanted him. Enzo ruined Lockett's plans.
Seriously though with this sport being around as long as it has. It still has many gray areas and most of those are within the Ref's discretion.

Great fight! The towel went in to save face for Kats But the ref felt he still could defend himself plus the fans in attendance were getting their moneys worth

If the corner is allowed to throw in the towel (I think that is the only debate here as of right now) and they do so.
The ref be it he thinks the fighter can go on or not should not be allowed to over turn that. Unless the towel is thrown in after the bell rings for round one and the guy is only hit by a jab or something crazy like that.
Other then that I do not think a referee or anyone else can judge the well being of a fighter then their own team can. Who is the ref to say "This guy can take some more abuse"?
It is up to the ref to keep the fighters safe and stop the bout need be if the fighter has had enough to save them from further abuse. Not to say you can take more abuse.

Some commisions demanding the corner is silent during the round thing,that I can see a complaint with.

It is more of a question on exactly who threw in the towel? (I did not see the fight) only the head cornerman can throw in the towel so if the second or the cut man did it then that is why the towel was thrown back out.
If it was the head corner man then Graham Earl lost the fight no matter what happened after the towel was tossed back out.
The only other explanation would be the old "Only the ref can stop the fight rule" but I am not sure if that applies to the towel being thrown in.
I may be wrong but that is always how I thought it worked.

So they decided there's more chance of someone injuring themselves slipping on a towel than a fighter taking unnecessary blows because a corner can't get the refs attention?
They expect if the fight is to be stopped the cornerman will enter the ring, which would normally translate as a DQ, but if it was in the fighters interest is classed a TKO stoppage
