Malta is an Island nation in the Mediterranean. It is south of Sicily. You are getting rather warm, though I don't know about right next to the Vatican.
Just to revisit, we are looking for the name of a landlocked European country that is completely within another country, and it is not the Vatican.

A quick look see says maybe it qualifies, it has some aspects of sovereignty under International law, but it's Wiki article says it does not exist as a state, although it does have something called "obderver status" at the united nations. It is not clear to me that it is just a building, but anyways it's not the answer I wanted.
