He's not expecting to beat Froch then. If he isn't signed with Matchroom he isn't getting on Sky PPV and if he beats Froch he'd be able to coin it on Sky PPV with a Froch rematch, De Gale, Kessler etc.
You do not have to be a matchroom fighter to be on ppv, Haye and Khan are not.
Haye is a Matchroom fighter. He had to sign a deal with Matchroom -- despite having promoted himself (Hayemaker) on Setanta and Sky PPVs in the past -- to get the Fury fight on Sky PPV.
Khan isn't a Matchroom fighter and no longer gets on Sky PPV. Maybe Groves thinks he'll be such a superstar after he beats Froch that Sky will make an exception for him but they didn't for Haye who is a proven PPV seller.

For years previous to this Haye and Booth talked about how carefully they'd managed his career and that he'd been paid his full value in every fight he'd been in for pther promoters and that as soon as he could he took control of his own career and had shown that self-promoted fighters could win a world heavyweight title and become PPV attractions in their own rights without needing a promoter to take a huge chunk of their earnings.
Then he goes and signs with Matchroom despite having done previous successful PPVs on Sky and Setanta with his own promotional company.
Matchroom have so much control over the boxing shown on Sky that they can dictate whether Sky show somebody or not. Whether this control will extend to nixing Groves from PPV if he wins the biggest fight ever held in Britain is another thing but Groves certainly can't be 100% sure in his mind right now that he'll still be on Sky if he beats Froch. Not least because he's signed to Sauerland and they have an exclusive agreement with Box Nation. Maybe that agreement doesn't extend to Groves, lots of maybes, but even if Groves isn't contractually prevented from doing a deal with Sky maybe Matchroom can nix it if they don't promote him.
