Fury has done more than any other heavy in the world in the last 12 months beating two top heavies.

Pulev has only fought once looking very mediocre against Thompson and Stiverne has also only had one fight. Haye hasnt fought at all and Wilder has faced 4 opponents but none of them ranked, in fact 2 were retired

People seem to dismiss what Fury is doing because its Fury but he is legitimately ranked and has done more than most and if Haye hadn't pulled out he'd have done more than everyone
