Reagan's administration proposed all the budgets, including creation of an entirely new government department. The administration draws up the yearly budget and sends it to congress. Congress add on their own earmark spending and then pass it. That's how the political system works.

The deficits in Obama's first two years weren't down to Obama spending money, they were down to the collapse in government income due to the economic collapse of 2008.
