I WANT to believe Shane, but it's unblikely that he suspected nothing.
It was pretty obvious he was taking steroids, one moment he was coming 3rd behind all the yanks. Then only after a few months he was getting under 10 seconds beating runners like Maurice Greene etc. Plus the amount of muscle mass he put on in such a short time as well.
