As far as I personally know, Pacquaio is not afraid of Mayweather. I'm not sure though about Mayweather not being afraid of Pac.

Pac has never avoided anybody. I'm sure Mayweather retired to avoid Cotto. He avoided Margarito, it's written in boxing history. There was the story that he also tried to avoid Mosley. To summarize my theory: gayweather is afraid of anyone who could take his 0 loss.
