Not even close, Quartey wins all day. I feel he would also beat Cotto, Margarito and probably even Pacquiao at his best, at welter. That may not be a concensus, but I don't think there's any question that Ike fought in a better era for the weight class. Cotto Pacquiao Margo and even Mayweather(though he's the only one I'd really give a chance to dominate) really don't measure up to what the division had in the mid 90s to early 2000s... Prime Oscar, Mosley, Trinidad, Quartey and Vargas were a notch above for me.

Vargas never fought at welterweight

Yeah, I did actually know that... Just had to group him in there as he fought everyone else I mentioned at some point. Clottey is also huge for 147 and could easily fight at light middle, as Quartey did. He would get his ass whipped by any of those guys as well at either weight, all I was getting at .
