Try to keep up with tense..."fought" is past participle. "Sat by" also means a passage of time has occurred. And I didn't mention pacquiao once, but it seems your head is so far up floyd's ass that everything said about him means he's not getting credit so you go into your kevin Costner bodyguard role. Point is while there's isn't probably anyone that can right now other than mosley or pac that can at WW legitimately beat him. The division is no longer as appealing as it once was because they've defeated each other WHILE floyd was playing retired or fighting smaller men.. here you go in no particular order..

Collazo v berto
Cotto v pacman
Clottey v cotto
Clottey v Pacman
Margo v clottey
Margo v cintron
Williams v quintana
Willams v Margo

all while floyd was doing this:

floyd v hatton (small man, that floyd only fought after collazo exposed him)
floyd v JMM (please, no explanation needed)
Floyd v Baldoblaster (not smaller but def didn't belong in the ring)
floyd v odlh (old out shape fading big name money fight, but certainly wasn't a real threat)

So yeah fighting shane is a great fight, but the fact is he is 38 years old and has been in wars, fighting floyd is win win for shane. Floyd however is in a bad situation because he could have easily fought Cotto, shane, margo, and clottey all before pac even moved up or before they tore each other to shreds. And there wouldn't be any reasonable doubt had floyd won those fights he'd be recognized as best since RJJ..
Once again it has always been SHANE'S choice not to fight Mayweather. Not the other way around Shane being 38 when he fights Floyd is on him.

and yeah oscar wasn't in shape..he was old and fading. his optimum weight was 147...so by the the time floyd got to him he was too old to be effective at 154 and too fat to get down to 147..
