Only the 70s and 90s were the HW division considered to be very strong. Aside from that the HW division has been similar to this era, a dominant HW champ and lackluster competition to challenge them. Tyson dominated the latter half of the 80s, again who did he fight? Marciano dominated his era, but he fought mainly old and shot hws. Dempsey dominated his era but fought mainly bums. Tha'ts how the HW division has always been.
