I think it's something like even if a knockdown was scored by one guy (and a point deducted from the other), it world have still be a 10 point round to the guy who boxed more effectively, regardless of any statutory point deductions in any case that makes the scope even and less than 10-10.... Which is the only even round that makes sense in regards to 10-point-must scoring.
Where I think it gets a bit murky is where point deductions are considered. For example a ref deducting a point has to be registered by the judges however a flash knockdown might get overlooked by the judges.
But still, the 10 point must system is enforced.
