The Smiths were well before The Stone Roses. I totally agree regarding Ian Brown's vocals. They are appallingly bad, he just kind of mumbles away to himself. Not very nice to listen to at all. I don't rate the songwriting in The Stone Roses at all, it is in no way comparable to the poetry and craft displayed by bands like Joy Division and The Smiths. They were truly innovative bands and brought something entirely new to the musical landscape. You don't need drugs to enjoy those bands. You can sit down with a clear head and let the music take you somewhere on its own terms. I never really got that with The Stone Roses.
