Plenty of fighters call out fighters who appear to be above their level. The trick is to get your name mentioned in as many headlines along with the name of an elite fighter. That way, the paying public become accustomed to seeing those two names together, so the fight becomes a better sell.

And, if he waited until he was actually ready to fight Mayweather, Mayweather would be about 37 and perhaps considered to be on the decline. Khan would get shit for not wanting to fight Mayweather when he was closer to his peak, so in a way, he can't win.
