in his report he always says that it was alleged that Floyd was taking PED's and he never said he personally believed it, he is quoting a source. Moreoever let is not have that Floyd comment overshadow the most important part of his thesis.
He is saying that USADA is either incapable, inept, or corrupt. He is saying Commissions are not taking these as seriously as they should and most of them don't know that on fight night test seldom do anything to detect any PEDS in the fighters system.
He is saying that Golden boy has a little too cozy relationship with USADA and that they shun VADA because of its more stringent testing and also because of what happened to Peterson (probably because they couldn't do with it as they did with Morales testing positive 4X in a row)
The Floyd comment is of minimal consequence in the general scope of this article.
Long story short, if you believe that PED's aren't a huge part of boxing (like they are with any other modern sport), you're living in a fantasy world. The reality is that most of your favorite boxers are cheating.

Call me gullible but boxers are innocent until proven guilty and even then the ones that are caught have innocent explanations like Berto.

PED's are almost a necessity now adays.
I too hate to damn every boxer who's been under strange circumstances but testing Morales 4 times until he passed the test is just disgusting. What if he would have killed Garicia? I know its far fetched but its a sport in which every punch does damage, would USADA people be charged with criminal negligence and Morales with manslaughter?
