There def needs to be a unified front and adherence across the board but the rules are already mended from a break...like a broken arm already left to set itself Refs look the other way on subtle fouls at times and likewise fighters know how to work them. Its a gritty sport and while blatant kicking and that backyard childish 'spin' move he did should have been deducts, we don't want refs to start treating it like the NBA and stopping the action every 5 seconds to wag his finger at a guy. Basically as long as there are individuals on a random basis enforcing any rules, interpeting them be they refs, judges, etc you will always have a cluster f'k as far as penalties. My big thing is refs shouldn't be judges? Its a very personal dealing with a boxer in the ring and can be contentious...then that same ref could end up judging a fight on another night where he is supposed to be completely impartial to a guy. Not sure how often they still do both, but its a bad system.

We tried this at Martinez vs. Murray, but when Murray knocked Martinez down for the 2nd time in Argentina, after viewing instant replay between rounds, it was still ruled a slip. They will manipulate anything for a desired outcome. We need an impartial body to sort this crap out because the rules of boxing couldn't be more blurred right now.

From what you are described about Broner’s indiscretions it seems the ref should have penalised Broner for it so he should be held accountable. We do not need rule upon rules, we just need them to be implemented.

Boxing refs and judges I'm sure are all huge fans of the sport but first and foremost they're there to pick up a regular paycheck. The guys judging and reffing the undercards want to become main event officials one day so if you see an overmatched prospect get the benefit of a robbery decision you know the judges are thinking about their future in the sport. If the ref somehow doesn't manage to spot a house fighter trying to kick somebody in the balls you can be certain he won't miss somebody trying to kick the house fighter.

So it doesn't matter what set of unified rules you have, you still have to get past the fact that boxing is a business and the people boxing employs to do various officiating jobs are trying to either move up the food chain or maintain their place at the top of it.
