Fury is a heavy weight contender.

Haye wants a shortcut to a title shot, while still running from wlad, if he wants one fight before a title shot Fury fight is the only one possible.

Fury does not need to fight Haye and holds all the cards.

But in my opinion peter fury wants to give tyson a few more rounds, so is bargaining/posturing so he can have warmup fight for fury before having haye ppv and then a title shot, by which time Vitali will of retired.

Haye would probably make more money fighting a nobody than Fury will fighting anyone, and if either Klitschko decide they want to fight one of them it could be made regardless of rankings or merits, just look at their last couple of opponents.
