If you're strictly buying one for boxing (and not also for kickboxing and/or MMA), I'd stick with a four to five foot long, 70-100 lb traditional-filled leather heavy bag. You'd do fine purchasing one from any of the big companies like Title, Everlast, Ringside, Twins, Adidas, Fighting Sports, Top Contender, Fairtex, Cleto Reyes, etc. Roam the internet to see which company offers up the price that fits your budget.
In regards to water-filled bags, if your hands are fragile (even with wraps and gloves on) then go for it. I personally don't like 'em as I prefer to hit things that are as dense or denser than the human body and water-filled bags don't fit that bill for me.
