Pretty sure per capita Russia and Great Britain are among the highest if not it. I've heard London is quite a disgusting place to be on a friday or saturday night when the bars close, just the sheer number of people who are completely pissed is something you won't see often anywhere else. Uganda of all places has a huge drinking problem as well, they brew Waregi which is basically moonshine and a lot of kids get hooked on it, loads of people drink the stuff all day etc. Lot's of the time it's not made properly and can still cause blindness or all kinds of other shit. There's a good vice documentary on it if anyone watches those.
