The vote was genuine. In 1991 when the Soviet Union split into its constituent parts Yeltsin gave the Crimean peninsula to Ukraine for the first time in history. The people who live there didn't agree with this and held a referendum. Exactly the same percentage of people voted to remain part of Russia. Yeltsin and Ukraine ignored the referendum.
