It wasn't Herrera's power that was bothering him, it was the fact that if Danny moved in on Herrera, he got shut down.. If Danny moved away, he allowed himself to get walked down. He was very reluctant on using muscle to make space for shots (bar round 10, I think) and relied on distance to the point of distraction.

Right, Garcia was more worried about getting hit is what I meant, he was never quite confident of being able to do more damage and it showed. Herrera was not only outboxing him but seemed closer to landing hurtful punches in most every exchange imo, you don't get credit just for having more natural punching power if you can't make it count for anything in the fight.
