If you make the claims that Floyd did, the burden of proof is on him to definitively prove that Pacquiao used steroids. Being that Floyd is not in Pac's trusted circle, doesn't have access to Pac's spending or medical records, doesn't have video of Pac putting a needle in his ass, ect, he really has no way to do that.

Penn Gillette had a great show called Bullshit years back, and he was going to do one on psychics/mediums, but he was instructed by his lawyers to, in no way shape or form, assert that psychics were frauds, because he'd get sued and would lose the case without question. Why? Because even though anyone with a brain knows fortune telling is a load of shit, can you really prove it? I can have the opinion that the Long Island Medium is a scam artist, but if I say it publicly as a fact what proof do I have that she can't see into the future?

So the fact that Floyd settled out of court means nothing in terms of whether or not Pac used steroids or not.
