He probably gets away with it because it's more subtle than most fouls because he uses it to create space and not as a concussive weapon.
I've seen refs warn him though and he should be warned in the future for doing it.
He has the comission and the ref on his side which he indirectly pays to not penalise him.

Why do you think Floyd wont fight outside of Vegas. He's got the commission & their officials in his pocket. He gets away with murder there. He's allows to make his own rules for fights. Because Maidana punches hard he must wear pillows on his fists. Floyd is allowed to to use injections in his hands which are banned in other states and countries.

That's a good move; Chavez used to use it a lot too. How else should you shove somebody off to make room for a left hook?
