Leaning on and holding are also fouls and unless they are doing this, Floyd cant put his elbow under their chin so it is always the opponent who is initiating the foul.

Although using elbows is a foul, check out rule 15 on common fouls, then 13 and 16. Holding is a foul.

Show me an instance where Floyd is using the elbow where his opponent isnt trying to hold.
