Yes, he did that to keep the money in the house. He's a scumbag. But now, at the last few years of Pac's and Mayweather's career, he had called out Floyd which I believe may be true. It will be up to Floyd to expose if Bob is bluffing by agreeing to the fight.
As a point of reference I'll mention the 2012 NSAC paper work that showed that Manny had never been payed more than $8 million for any of his fights.

And that's impressive, don't you think? Maybe, you can name another bout where two non-Americans fought on American soil and came close.
Floyd Mayweather Jr. would fight Shane Mosley on May 1, 2010 at the MGM Grand Garden Arena in Las Vegas Nevada. Floyd would be guaranteed a tad over $22 million for his bout. Manny Pacquiao would fight Shane Mosley on May 7, 2011 at the MGM Grand Garden Arena in Las Vegas Nevada. Manny would be guaranteed $6 million for his bout. Nobody had said that Manny had ever been paid more than Floyd.
Floyd is clearly the money factor and draw for this event. Why would it ever have been a 50/50 split?
