I've never been a big Brook fan but he does have skills.
Brook quit twice in a row for good reason. Both times he was saving his eye from lasting damage. He was tough in both fights though.
Thurman would get beaten within 3 rounds to GGG and he will get stopped if he ever fights Spence. Brook has a better resume than Thurman for sure. Thurman has never fought anyone near the level of GGG or Spence.
Again, I like Thurman and I'm not a huge brook fan, but I definitely see brook winning that fight. I think he is just a better fighter too.

There’s never a good reason to quit in a fight
I understand an old fighter giving up
But Brook was a fighter in his prime
Fighting in his own backyard so there’s no excuse.
Look at Margarito, that’s a fighter
Even Malignaggi didn’t quit (vs Cotto)
Are you joking? You don’t get credit for getting your ass kicked
If that’s your logic then McGregor has a better resume than both
Because he fought Mayweather.
They both beat Porter but Thurman has beaten Garcia and Guerrero
Who are both better than anyone Brook has beaten.
There is an argument for both sides, brook has faced the better opponents whilst Thurman has beat the better opponents.
The one thing that is nonsense though is saying it is ok for an old fighter to quit but not for a younger fighter.
Brook was concerned about lasting damage to his eyesight, he may have just prolonged his career for a good few years by them fights being stopped when they were.
Just because a fighter is brave doesn't mean they are smart, in fact a lot of the time they are being fucking idiots by fighting on with serious injuries.
There is no argument. You don’t get credit for getting beaten
Going by that logic, Eric Molina has the best resume in the heavyweight division
Because he’s fought the top two guys in that weight class.
Brook doesn’t get credit for quitting against Golovkin and Spence
And there’s no doubt Thurman has achieved more in a shorter time
And in less fights. Anyone who argues that is either stupid or bias.
Brook will surely campaign at 154 for the rest of his career..if he returns.
