What we know so far:
- A white 4WD drove through a group of pedestrians on the corner of Flinders St and Elizabeth St, before crashing into a tram stop
- Police say 19 people have been hospitalised
- The driver was a 32-year-old Australian citizen of Afghan descent
- He had a history of mental illness and drug abuse and came to police attention for a"minor assault" in 2010
- A 24-year-old also arrested at the scene was not in the car, but was filming the incident and was allegedly found to have knives in his bag, police say
- Police say they believe the crash was "a deliberate act", but that they do not know the motivation
- The scene remains cordoned off
