I think Garcia still holds the WBC belt and is enrolled with VADA but as this fight is for the IBF title I don't think Spence has to comply.

I also question Lara withdrawing from the WBC and VADA testing, he could have easily fought for another bodies belt without requesting to be removed, happens all the time.
I've clearly not been paying close attention and was under the impression VADA was wbc centered but had a hand in the other bodies also. Seems pretty easy to skirt then yeh.
