After some research Argentina have indeed failed to qualify for just one World Cup. 1970. Brazil have not so I was half right.

To be fair , I thought it was more, but there’s been a few where they refused to enter. No need for a ban , I’m not @Master, I’m not gonna hold you to some childish forfeit!
