What makes you think either Cotto or Hatton has wanted to fight Floyd up to this point. Cotto is still working his way up the ladder, his promoters weren't going to throw him in the ring with Floyd. Maybe a year or two from now.
Hatton can talk all he wants, but he seems to not even be in a rush to fight Castillo, let alone Floyd.
