There's no reason why you shouldn't. This isn't an extra weight in your hand, therefore you don't run the risk of hyperextending your elbow and ruining your shoulder. If you want more of a challenge you can use thicker bungee cords, or add an additional bungee. Obviously if you want to make it easier on yourself you can use a thinner bungee cord, and alternate with and without the cord. Of course this could be used any elastic band, but it's more convenient with bungee cords, as it's already has a hook attached.
As I was telling Von in the PM is that because of the downward pull it doesn't assist the movement that brings your hand back to the on guard position that you see with holding the cord in your hand. On the flipside it does the opposite, you're working against it as you punch and while you're trying to keep your hands up.
I've found when messing with it that there's a lot of useful set-ups. You can change the angle from where it's pulling from, and you can put the strap around different parts of your arm as the pictures were showing.
This is good for building up your shoulder strength/endurance, IMO better than dumbells, or at least a good supplement.
This can help make a better jab. You can do this along with other exercises such as plyometrics and regular calisthenics to work on strength and explosiveness in your arm. Plyometric-pushups will help work on the muscles that propell the arm, and exercises with medicine-ball would do the same.
This isn't to say that shoulder is the biggest factor in a jab, but it is a big part of it. The biggest thing is getting the whole body involved in it, stepping into it, shifting the weight and pivoting. Another point is that you don't always want to commit to your jab, because that will make you more susceptible to counters.
It's a good idea, but it only works if you use it, just like the jab it helps.
If you hear a voice within you saying that I am not a painter, then by all means paint and that voice will be silenced.
