Ok so the hair test is to test for drugs?

I was thinking they were checking for nits or headlice which would sound totally like an English council scheme, although no doubt Sikhs or any other turban wearers would be excempt in case we offended them, even though those mangy types would be the ones most likely to be carrying an infestation of creepie crawlies on their scalps
