I say Roy Jones Jr. He fought the tougher guys. He knocked a man down three times in one round and was never hit. In his prime he was by far the greatest fighter alive. Mayweather does not impress me like Jones Jr did.

Jones clearly has the quicker feet and the more one punch power.
